Основные реки ЦА являются трансграничными, как, например, бассейн рек Чу и Талас, которые находятся на территории Кыргызстана и Казахстана. Природные и антропогенные факторы, такие как изменение климата, могут привести к водным кризисам и конфликтам из-за снижения водоснабжения и ухудшения качества воды. К сожалению, в ЦА в основном изучаются поверхностные водные ресурсы, а ресурсы подземных вод исключены из открытого аналитического анализа. В то же время подземные воды являются жизненно важным компонентом экосистемы речных бассейнов и должны изучаться одновременно с поверхностными водами, чтобы получить более полный анализ устойчивости интегрированной системы поверхностных, подземных вод бассейна. Комбинированные научные исследования поверхностных, подземных вод, прогноз водного баланса бассейнов связаны с большими сложностями трансграничной кооперации специалистов – метеорологов, гидрологов, гидрогеологов граничащих государств. В основном в трансграничных переговорах преобладает ведомственное управление, больше административное управление, без системного планирования, анализа адаптации и подготовки к естественным природным процессам, без стимулирования вовлечения местного населения, студентов школ, колледжей, университетов в изучение, без проведения полевых водных исследований, моделирования водных балансов поверхностных, подземных вод бассейнов. Местные жители аулов бассейнов рек Кыргызстана и Казахстана нуждаются в усилении совместной поддержки повышения квалификации населения, возможностей адаптации к изменению климата в цепочке школа – колледж – индустрия – университет. Совместные гидрогеологические исследования естественных природных процессов в Кыргызстане и Казахстане плохо отработаны. Кыргызстан, Казахстан упускают возможности совместной кооперации. Во многих странах сейчас идет «золотая лихорадка» гидрогеологических исследований, исследований по природному геологическому «белому» водороду, в том числе на границе Франции и Германии, где обнаружены крупнейшие мировые подземные запасы водорода. На территории трансграничного бассейна рек Мозель, Саар, где расположены заброшенные более 20 лет назад угольные шахты, обнаружены большие объемы природного геологического «белого» водорода с оцениваемым объемом до 250 млн тонн с циклом возобновления выработки в подземных «фабриках» водорода около 80 лет – средний цикл человеческой жизни. Подземным «фабрикам» водорода важна подпитка воды для физико-химических окислительных процессов серпентинизации, радиолиза, что является важным для согласования представителями трансграничного бассейна рек Мозель, Саар – Франции и Германии. Кыргызстану с Казахстаном важно усилить кооперацию с созданием стимулов роста, поддержкой исследователей ученых-гидрогеологов, созданием совместных киргизско-казахстанских бассейновых колледжей подготовки техников по водным ресурсам, водородным технологиям, аналогично тому, как делается в других странах. В настоящем обзоре представлены возможности усиления кооперации Кыргызстана и Казахстана, в том числе по совместному эффективному управлению природными ресурсами, изучению гидрогеологии Кыргызстана, Казахстана для эффективного совместного использования водородно-водных ресурсов двух стран.</p></abstract><trans-abstract xml:lang="en"><p>Water scarcity is one of the global risks in arid and semi-arid regions such as Central Asia (CA), including Kyrgyzstan-Kazakhstan. The main rivers of Central Asia are transboundary, such as the Chu-Talas River basin, which is located on the territory of Kyrgyzstan and Kazakhstan. Natural and man-made factors such as climate change can lead to water crises and conflicts due to reduced water supplies and deteriorating water quality. Unfortunately, in Central Asia, surface water resources are mainly studied, and groundwater resources are excluded from open analytical analysis. At the same time, groundwater is a vital component of the river basin ecosystem and should be studied simultaneously with surface water to obtain a more complete analysis of the sustainability of the integrated surface-groundwater system of the basin. Combined scientific research of surface and groundwater, forecasting the water balance of basins is associated with great difficulties in transboundary cooperation of specialists from meteorologists, hydrologists, hydrogeologists of bordering states. Basically, cross-border negotiations are dominated by departmental management, more administrative management, without system planning, analysis of adaptation and preparation for natural processes, without stimulating the involvement of the local population, students of schools, colleges and universities in studying, conducting field water research, modeling surface water balances -groundwater of swimming pools. Local residents of the villages of the basins of Kyrgyzstan and Kazakhstan need increased joint support for advanced training of the population, opportunities for adaptation to climate change in the school-college-industry-university chain. Joint hydrogeological studies of natural processes in Kyrgyzstan and Kazakhstan are poorly developed. Kyrgyzstan-Kazakhstan is missing out on opportunities for joint cooperation. In many countries there is now a “gold rush” of hydrogeological research and research on natural geological “white” hydrogen, including on the France-German border, where the world’s largest underground reserves of hydrogen have been discovered. It is important for Kyrgyzstan and Kazakhstan to strengthen cooperation with the creation of growth incentives, support for researchers, hydrogeologists, and strengthening of the Academies of Sciences of the two countries.
